Unfortunately it appears that CenturyLink is having a major outage as reported on major news outlets:
Level3/CenturyLink is a major transit for both of our data Centers [responsible for sending and receiving traffic]

Unfortunately we do not know any more than this at this time.

What can you do?

You can try to reroute your traffic manually: 

LW9xx YISP: https://docs.usbx.me/books/rerouting-tools/page/using-yisp-rerouting-tool
LW8xx Novoserve: http://lg.novoserve.com - Please see the show help section. You will need to reroute manually until the outage is resolved.

In both cases, avoid CenturyLink, obviously. When the dust has settled you can remove/reset the route and/or run RerouteIntel in Novoserve's case.
